And, MVA is like IRS, you can't seem to win in the fight.Actually, you can if you can make your case. I once got a ticket in the mail (back in the 80s) with the same kinds of warnings you got. It was sent to my address and had my plate number on it--but the driver was listed as someone else. I only had to explain that I did not know that person, nor could that person have been driving my vehicle. The ticket was removed from my record.
I'll add that I wasn't dealing with the MVA, but with some lawyer's office in Crofton.

And, MVA is like IRS, you can't seem to win in the fight. The MVA is far worse than the IRS. I deal with the IRS every day on behalf of clients. They do have checks and balances to keep the system working fairly. I agree they do have their bad apples. At a meeting with the IRS this past year the regional director made the statement, “We need your help to retrieve our agents who have wandered off the farm.”
The MVA is really bad. Recently a friend of mine received a speeding ticket from an officer who said he caught her on radar in NC while he was traveling opposite direction. How can the state prove the accuracy of this process?
