Let me preface this by saying that I live in MA, I do not like Romney nor his healthcare plan.

BUT, the state is exactly where mandates need to be placed. For example, the mandates for vehicles, building codes.

The State is the entity that should be responsible for these types of laws. Now, if your state doesn’t want them; fine. It is not the place for the federal government to place mandates on anything.
