You could be right (haven’t done proper research) but I’ve found that a lot of treaties and control-type legislation, are started with one adm and passed on to another for completion later. For example, Nixon started the EPA, Carter completed it, Clinton/algore brought it to a phenomenol level after dumping millions of our money into it. It’s why they need to get their “guy” in and why they fear the TP who aim to put a dent into the presidential “choices” they give us. Just some thoughts...

NAFTA was just a re-naming of it.
The Birch Society had papers on this in 1958, and Henry Lamb has also been fighting this since the ‘50s.
