They let the guy bleed out because at that point they thought he had fired at them. So they were playing judge dredd.
Any time you point a firearm at a cop you stand a good chance of getting shot. The problem was these cops didn’t announce themselves so he didnt know they were cops. Most likely they were getting ready to do the dynamic entry when the mans wife saw them, probably causing them to enter before they were all ready.
Its what happens in a police state.
