If there was any kind of effective message sent, it probably involved the IRS and the threat of audit / harassment.
That might be a deterent to most, but Trump or his businesses probably get auditted every year. Trump is a publicity-whore. Once he got a BC out of Obama the game was over. It simply stopped being fun & profittable.
Trump didn’t really understand the eligibility issues anyway.
