Personally, I think the blackout is just a bunch of CYA rhetoric so that they have an excuse for the myriad inconsistencies in their stories.

That would explain the loss of signal if there REALLY was one, and maybe account for all the different versions we are now hearing.
It's way more believable that our military is 100% responsable for giving us the happy ending than crediting that bunch of rat pussies in Washington for ANY of this.
