Americans who shop over the Internet from out-of-state vendors aren't always required to pay sales taxes at the time of purchase

They are required to pay use tax if their stated has a sales tax.

This is true, but essentially nobody actually does it.

Then they should enforce it.

I and 99 percent of other Americans have not heard of such a tax.
