I have a proposal to limit the 1st Amendment. Any person elected to federal office who talks about limiting the 1st Amendment rights of his fellow citizens gets sent to Leavenworth for 30 years.
I have a better proposal, an immediate primary challenge whether Democrat or Republican leading to joblessness for the proposer, seconder or person who votes for such a thing.
