I believe that lead cant be dated.Even if it could, you have to HAVE the plates to do the testing. According to the article, no one has seen the plates lately.

But, you can look at the corrosion, and the packing materials, as well as the makeup of the wire. And, that is assuming we are talking about pure lead (which we are 99.9999% certain it is NOT). We can get a pretty good idea how old these are.
For example, we can tell where a sample of U238 was mined; by looking at the trace elements.
