Maybe, just maybe, there is more to the story. How many times have you looked out a window when you hear a car start at 3am?
He might have left the door open, and the lights on, at least the interior lights, for all we know. He might have just gotten home from a “constituents” meeting.

What moron would leave keys in a car? Answer: The morons who get elected by the morons now populating the USA!
It would depend on the location and situation.
We always leave the keys in our car, I don’t think they have ever been out of it. And if you were to offer me $1000 I couldn’t come up with my house keys. It might be 70 miles to a grocery store but I think it is a fair trade.
Update: apparently the car belonged to (or was being used by) his daughter and she had left the keys in the car (acc to Ch 4 Boston...)
