That’s fine with me, but it still leaves two big problems: absentee voters and the demented in nursing homes being given ballots. The latter are filled out by staff.
Absentee voting wouldn’t be a problem. The voter would acquire the ballot and go to the nearest BOE headquarters to submit the 4473 and upon approval, submit the ballot.
As for the demented in nursing homes, they would have to be able to fill the form out. Staff would no longer be able to fill out such forms as the penalty would be the same as a straw purchase is as it relates to firearms.
