First, no law abiding citizen should need a permit to carry any piece of personal property that poses no passive threat to any other person.

Second, I was wondering if the more enterprising of California's counties could put into place a "shall issue" policy for any law abiding resident of California who comes looking for a permit. While this would be a major hassle and inconvenience for many people, it might be a major money-maker for these counties.

I do not have a firearms permit, because I refuse to pay $500 for a right guaranteed by the Constitution.
It is liberals who prevent me from enjoying the benefits of the Constitution.
