Not gonna happen! With his approval ratings going down and the change in public opinion about Public Employee Unions, even Democrats in Congress and the Senate will vote against this. And if he tries it by using a power grab by administrative action (like net neutrality and CO2 limits) he will not get the money and will possibly start the ball rolling on impeachment of his Cabinet Secretaries or even himself.

What the govt gives, the govt takes away to get what it wants. Witness govt threats to cut all highway funding if states didn't lower their speed limit to 55 MPH
