In the case of pirates, they cannot function without sanctuary in pirate ports. Their basic raiding boat is a 25 foot open boat with a big outboard. These are readily visible jammed together in the ports. Destroy them with Predator strikes. “Innocent Somali fishermen” will wail to the UN. Too bad.
The Brits wiped out piracy by wiping out the pirate ports. This is not something new, or rocket science.
All it takes is a Western leader with will. We already have Predators in the region, in Yemen and Djibouti and elsewhere.

Their technique of using rubber boats to circle their prey could be defeated by most any ship owners willing to put a few sharpshooters on board. Everything the pirates do can be easily defeated by the navies of many nations. The main complicating factor is the hostages.
They are able to continue only because nations have not gotten together and implemented a plant to end it.
Other than being good church people and selflessly handing out free Bibles, I don't see any evidence that the couple(s) is/are part of any official missionary or ministry endeavors as they travel the world.
If they were handing out free copies of the Constitution, this would not make them official emissaries of the U.S. government.
My take is that they love plying the open seas of the world in their spiffy yacht and that an around-the-world sail spanning several years is the fulfillment of a dream and a love of adventure.
I think calling them "missionaries" is stretching things a bit and is being used as a cover for a lack of "a real" purpose in their voyages other than just for personal ends. In the eyes of many today, particularly liberals, you can't do anything for fun or for the helluvit any more.
Not one thing wrong with the couples' reasons to circle the globe, whatever they are.....altruistic or not. In fact I admire the dying breed of adventurers.
But let's describe this trip for what it is....and it isn't a "ministry".

(.)bama issues declaration: free all americans and their vessels within six hours. Clock is ticking as I sign off.
If not, welcome to your heaven. (of course (.)bama would never do this.)
Then after six hours of them jumping up and down shooting their AK47s into the sky, EAM to closest SSBN: Spin up one D-5, target Somalia. Set yield at maximum for the 7 MK5s, ground burst. Fire when ready.
30 minutes later while firing their weapons, flash spotted just before they melt.
That problem solved. Deep water port of Kenya now open for business.

We tolerate this situation because we don’t have a policy based on the proper application of force to support our citizens or borders. We lost our way long ago.
The term “citizen” meant during Roman times they had the power of the state behind them to protect them. Today, the word is looked upon as a foot note, something to be scoffed at as we kowtow to illegal immigrants here daily. In fact, no one seriously even tries to determine if the pResident is a real citizen by natural birth.
The barbarians have long ago over run the gates both physically and mentally in our national psyche. Will that ever be turned around, I fear not.
Sailing to a pirate laden haven like Somalia is not a way to proselytize.
