No, the person who had that number did not apply for it til then but was born in 1890. There was no ss program for the first part of that persons life.

A search should be done for the original documents filed for that SSN, and the other person associated with that SSN.

If that Original name associated with that number lived in Connecticut, it’s obviously fraud.
