I think he called foreign leaders on a closed loop phone. His handlers had people who acted like foreign leaders...just to keep him busy and complete the illusion. It reminds me of a time many years ago when you had to use film in a camera. We saw a little kid shooting apparently hundreds of pictures. I said to the parents about how expensive that must be.
