This is nothing more than a ruse! This will give the Dem-talking-point readers on the alphabet news shows a way to SPIN this SOTU!
It is designed to limit how STUPID the Dems look sitting in a VERY small area of the seating! And they will try to spin/sell the “bi-partisan” applause, when The Won speaks and a spattering of people throughout all the seats jump up to applaud his very name, and when he clears his throat and when he passes gas, etc...

I agree and I also believe when the dem claps or jumps up his rep partner will feel obligated to do it and then everyone is jumping and clapping for the world to see how this clown brings people together.
