SAN FRANCISCO (Reuters) California Governor Jerry Brown declared a state of fiscal emergency on Thursday for the government of the most populous U.S. state to press lawmakers to tackle its $25.4 billion budget gap.
Democrat Brown's declaration follows a similar one made last month by his predecessor, former Republican Governor Arnold Schwarzenegger.
Democrats who control the legislature declined to act on Schwarzenegger's declaration, saying they would instead wait to work on budget matters with Brown, who served two terms as California's governor in the 1970s and 1980s.
Brown was sworn in to his third term early this month and has presented lawmakers with a plan to balance the state's books with $12.5 billion in spending cuts and revenue from tax extensions that voters must first approve.

What does this mean? Is anything going to happen? I know raises the taxes to 100% for all rich people and spend more on all failed programs.

How about billing Mexico for the costs incurred by their illegal immigrants?
Even if they got rid of the Union contracts and managed somehow to discard their pension obligations,quality of life issues along with the business climate;will hobble this state for years to come.
Too many bad decisions passed off as real politik,using Mexican peasants as a cheap alternative to hiring locally hasn’t really given this State an edge.Letting corporations who are locally connected operate with no oversight was probably instrumental in what happened in San Bruno(PG&E for example).
Locking up non-violent offenders to feed the prison system,well the liberals can wring their hands about the incarceration rate in this country but we’re number 1 because of California.
So many ugly decisions based on treating people like they were the State’s property.This place wanted to try its turn at being a plantation State,well apparently they couldn’t even pull that off.
Yet Karma well deserved comes here nonetheless.
To the people in this State,who genuinely tried to make a living here and yeah even the ones who weren’t supposed to be there.Hope wherever you end up,things working out for you.
