No way. The ammo clip is not the issue. As always, when the people are unarmed, then the criminals are the only ones armed.
It takes me less than 5 seconds to drop a ~9 round clip from my pistol and push in another. And with a pocket of them, I could be continually lethal for quite a while.

Five seconds? You are slow as molasses.
When I used to compete in IDPA and IPSC, I could reload in 2 seconds. And I was one of the slower shooters.
