China military eyes preemptive nuclear attack in event of crisis
TOKYO, Jan. 5, Kyodo
The Chinese military will consider launching a preemptive nuclear strike if the country finds itself faced with a critical situation in a war with another nuclear state, internal documents showed Wednesday.
The newly revealed policy, called ''Lowering the threshold of nuclear threats,'' may contradict China's strategy of no first use of nuclear weapons under any circumstances, and is likely to fan concern in the United States, Japan and other regional powers about Beijing's nuclear capability.
The People's Liberation Army's strategic missile forces, the Second Artillery Corps, ''will adjust the nuclear threat policy if a nuclear missile-possessing country carries out a series of air strikes against key strategic targets in our country with absolutely superior conventional weapons,'' according to the documents, copies of which were obtained by Kyodo News.

Soooo, is this chinese statement aimed at russia or USA? I think it might be time to implement a serious anti chinese satellite program in space. Looks like we are going to need the ability to take out their satellites, air defenses, communications, and nukes at a moments notice.
Of course war with them is coming, unless we are very strong.
Btw, this document is likely misinformation to make us think they will not use nukes unless their mainland is attacked and they are losing.
We’ll have to wait until January, 2013 before we can even begin to do anything about this threat, as The Won will certainly ignore his responsibilities in this regard.

Only the U.S. is against anything pre-emptive.
Can someone refresh my memory, do the Chinese have ICBM guidance capability because of Clinton and Loral? Are statements like this a result of that transfer of technology?

Sounds like a plan to me.
We should consider adopting it - in a conflict with another nuclear state, we should plan to launch a pre-emptive strike at their weapons, strategic sites (like Three Gorges) and C3. Use ‘em or lose ‘em, right?
I would be more worried about this policy, however, if I lived in Russia. At over 1 billion people, China needs an enourmous amount of resources. A lot of them are right next door. Russia's population is just a little over 10% of China's, but have a huge nuclear arsenal.
Clancy wrote a novel, The Bear and The Dragon detailing just such a scenario. Parts were plausible while others were downright laughable.
The Chicoms can start with a preemptive nuking of Mecca and Medina. Kill those cities and Muslims will have had their religion taken away from them.

The key thing to consider here folks, is how Eastern and Western cultures define the term “preemptive”. I think we
define it as eliminating a threat that IS “unavoidably” impending. It’s an OFFENSIVE action for a DEFENSIVE reason.
But, that’s NOT how Eastern cultures define it. I believe they define it as eliminating a threat that COULD be used
to thwart their FIRST STRIKE plans.
Just my opinion.
Looks like obambi’s abject groveling improved our relations with China.
Two years in power and the world is dramatically closer to World War III. This must be obambi’s solution to get us out of the recession; since he is the new FDR.
