The internet is an agreement that over any wire/fiber-optic cable/smoke signal that you and I both own, lease, rent, or have rights to traverse, we will communicate in a certain way. When I send data to you, that 'packet' of data basically says where it is from, where it is going, how long it is, and if it's part of a sequence, which one it is in the sequence. Followed by the data.
And that's it. That's the internet.
Everything else is refinements on the computer side (generally speaking). Doesn't matter if the data is video of the grandkids, your blood-sugar levels, or Angela Jolie doing the bump'ngrind.
The internet can't be controlled by ICANN anymore than morse code can be controlled by the ITU. If you know morse code. You own it.
