I don’t understand that myself. But, then they are so used to not having anything and do nothing by themselves, it would be a hundred years before that country functioned on it’s own.
Once N. Korea opens up - we will see how they have created a nation of beasts - completely materialist, amoral people whose only skill is watching the political winds, and who will do anything to survive.
