I don't know if the Safe Haven law in CA makes a distinction.

I'm a rabid anti illegal immigration person. In this type of case, I really don't care. The fact that Noel is a newborn, and not some victim of infanticide is enough reason for me to happily welcome her as a beautiful new American citizen.
