LA Times: California air regulators approve carbon-trading plan

California regulators Thursday voted to cap the greenhouse gas emissions of the state's major industries and establish the nation's first broad-based carbon trading program.

The move marks another bellwether moment for a state that has led in environmental policy, coming as national climate legislation to regulate greenhouse gases and curb climate change has stalled in Congress.

"This is an historic venture," said Mary Nichols, chairwoman of the California Air Resources Board.

Under the plan, the state would cap each industrial plant's emissions in 2012, gradually lowering the cap over the next eight years. Firms would be granted allowances for each ton of carbon dioxide they could emit.

It would be better for the investors if they close the plants down and sell off all the assets.

And that will be the end result of this money grabbing experiment. I’ll watch from a distance. If California wants to increase its acceleration towards that iceberg, let them. Someday, it will serve as an important lesson for survivors in other states, imo.

Bureaucrats gone wild—doing all they can to drive the remaining business out of the state. Of course, the EPA is just itching to do this on a national scale.

A really intelligent move for a state that is nearly (if not already) bankrupt to add a new impediment to economic growth.

The state is bleeding businesses and population and here is gives businesses another reason to relocate out of state or not to locate there to begin with.

But the people of California in this last election stood with those who want to keep with the anti-business/anti-liberty politicians by voting for Democrats in every state wide election.

You get the government you vote for.

You get the government you vote for.

They're going to want us to bail Californicatia out at some point. Unless you have some plan for handing the place over to Mexico, this is a problem for all of us.

We are already bailing them out. The Fed is loaning them money today to make their unemployment payments.

It is unfortunate that California voters (or the voters in any state) can make demands on the treasuries of the other states by simply voting for socialist politicians that will drive their state to bankruptcy.

Reagan did the right thing when he let New York go bankrupt.

This will be an interesting experiment to watch.

I can't imagine that the carbon credits will ever gain much value because private industry is likely to gradually scale back operations rather than put up with the rising costs. That would drop the demand for the credits.

Of course, the regulated "private" utilities have to stay there -- though they certainly don't have to expand -- and will probably provide most of the market. You can be sure that the state government will help them in surreptitious ways to make the whole trading scheme appear to be working.

Meanwhile in other news, major US airlines reported a surge in bookings on all California-bound flights from economic development officials of all 56 other US states as well as from comparable government offices in Mexico, Taiwan, Indonesia, etc.

We don’t need to bail out CA.

When - not if - patriots take back Washington, send in a division-size army of federal investigators, accountants, lawyers and armed agents. Give the Marxists wrecking the state a choice - prison or leave America. Cancel all government contracts that benefit bureaucrats and impede business and individual freedoms. Then take away the federal voting franchise of Californians until they show they can vote rational adults into state offices who can set the state right again.

And yes, this can be legally done. See Thadeus Stevens, the Radical Republicans and the Reconstruction Acts.

It’s tough medicine but it works. Capital will flow into CA, business will thrive and people will find work.

All we’re doing with this plan is destroying modern-day Marxist slavery. Everyone will understand and support that.

Many of the southern elites who formally owned slaves supported Reconstruction after they saw the benefits of doing so. See Wade Hampton for one example. He became governor of South Carolina after the Civil War and embraced Reconstruction.
