ALL bills should be read in full (in both houses) prior to vote. That way, (paraphrasing Pelosi) we might be able to know what’s in a bill BEFORE it passes. This would also discourage obscene length in proposed bills.

That's the way it's done in Canada - for three readings each in Parliament and the Senate. If anyone was wondering why Canada's socialized-medicine bill was all of six pages long...

That is a great idea as far as it goes! I might suggest two additions if I may.

  1. Require that all members be present during the reading of the proposed bill. If anyone has to excuse themself for any reason, stop the reading until they are again present.

  2. Restrict the bill to a single item. No tacking on other bills to save time and speed up the process.
