It's one of two things: BO thinks he has more to gain than to lose by doing the leaking(i.e. the destruction of the country)....or he is so weak and incompetent as to be unable to stop the leaker. Neither is a good thing.

Russians understand conspiracy... who knows, they might be right. It's a question of who benefits. Who gets stronger - who gets weaker?
