The information Clinton directed the diplomats to ascertain ranged from basic biographical data such as diplomats' names and addresses to their frequent flier and credit card numbers, to even "biometric information on ranking North Korean diplomats." Typical biometric information includes fingerprints, signatures and iris recognition.
The cable, simply signed 'CLINTON', is classified S/NF - or 'Secret/No Foreign' - and was sent to 33 US embassies and the UN mission offices in New York, Vienna and Rome.
It asked officers overseas to gather information about "office and organisational titles; names, position titles and other information on business cards; numbers of telephones, cellphones, pagers and faxes," as well as "internet and intranet 'handles', internet e-mail addresses, web site identification-URLs; credit card account numbers; frequent-flier account numbers; work schedules, and other relevant biographical information," revealed the leaked documents.

Sounds like this should be standard operating procedure for diplomats. Intelligence such as ‘knowing’ as much as possible about your counterparts’ professional and personal life is a corner stone of sound diplomacy.

I still don’t understand why the Wikileaks guy is not room temp by now. He has not only given the USA a black eye but he has bloodied the nose of most other governments we are civil with. The Saudi’s have to be really ticked. There is so much cover for a hit on the guy it is unreal. If I had sold the guy a life insurance policy I would be trying to buy it back from him today for some discount on its payoff.

One would think the guy's been heavily guarded and protected IF the stuff is truly harmful (as opposed to merely personally embarrassing.)
At the end of the day I don’t think we get any great surprises here.
-Countries have their diplomats spy on each other all the time while claiming that they never do.
-Government have nasty and unspoken opinions about foreign leaders all the time, they just rarely get aired.
-Two-faced leaders feign neutrality while secretly pushing a superpower to attack their enemy (House of Saud)
I doubt that the diplomatic cables of any other major country would be much different.
