So… Rove expects Democrats to vote for Republicans? Really? No wonder Bush kept pushing statist programs.

Actually, every candidate gets votes from the other party’s registered voters.

For example, Christine O’Donnell got 9% of the Democrat’s votes in Delaware. However, to win in Delaware, you need a LOT more democrats to vote for you, because they have a huge registration edge.

In contrast, Rand Paul got 24% of the democrats in Kentucky.

Rove is absolutely right that to win the presidency, you need to convince independents and democrats to vote for the conservative candidate. Ronald Reagan did it — that’s how he won 49 states.
