Actually, every candidate gets votes from the other party’s registered voters.

Yes, I know that. But it’s a small amount and shouldn’t be specifically pursued as a means to victory. Rove’s idea is to have the candidate change his policies and rhetoric to appeal to the other party, but then the candidate winds up losing the support of his own base. He’s not talking about, say, Reagan Democrats.
