My place of employment uses Websense.

It’s filters stuff pretty well. But http://www.optoutday.com/ passes the Websense filter.

Websense here and no problems getting to it. Probably some other firewall system at these specific companies.

Much depends on the filtering "rules" defined by the security folks in the organization. They can also go in and specify certain web addresses by name as "forbidden."
