Certainly this pair was trigger-happy!
Now if they would have hit the driver of the van they would have used one of their "throw down" guns and blamed him. Then again if he was at a Costco's in the parking lot they would not have even bothered to do that.

In about 1987 I was delivering pizzas in my dear ol’ ‘72 Olds. Being broke, one of my stickers had expired and I got pulled over. The Arlington County (definitely not Fairfax) cop said, “Just get it taken care of, I'm not gonna’ hassle some guy out here workin’ for a living.”
As he was walking away, I started it up and the backfire from Hell emerged. It sounded like a shotgun. I thought he was going to blow me away.
He understood. He was a peace officer! Bless him.

Since none of the bullets got anywhere near the van, I'm not sure he knew they were even firing at him.
1) The two dipsh$%t officers did indeed hit the van with innocent bystander within.
2) Nothing will happen to these officers as the "THIN BLUE LINE" and police unions will protect them from any economic loss, need for additional training, or discipline.

Add this to the countless number of times cops needlessly shoot dogs and to me it all adds up and points to the simple fact that a majority of cops are just too scared to safely do the job.
