I'd take that to mean violations of the sovereignty of other nations.

But I haven't given it a lot of thought. Why are you so exercised over the significance of that provision?

Just read the book and forget about what you heard on the radio. The book is not profound. Most of what it contains are truths that most freepers already know. But Levin did a good job of concisely defining true freedom while showing how freedom is threatened by the Statists.

I seldom listen to Levin on the radio. He is always cranky and cynical. However, he does have a great mind and can be eloquent; which is why I liked the book so much. Just because he was caught flat-footed on one call does not mean that his conservative manifesto is a waste of time or that he is a fraud.
