The Rats can pass the budget by a simple majority but fees as well as taxes now need a two thirds vote so in practice the Dems are screwed. They still need GOP votes to increase fees and taxes and won’t be getting them any time soon.

Here’s the situation in Cali:
Its a 50% vote to spend money, and a 66% vote to raise money (taxes/fees).
Add this to the anointed son of the Unions and the Public Sector now Gov, on top of Cali already being underwater and unable to services its mandated benefits to public pensioners let alone normal basic infrastructure, and you have something like a perfect storm for fiscal disaster.
I warned as many people as I could they had successfully place two initiatives that conflict with each other.
