Roll back the tide state by state. Eventually even places like California will cry uncle as the squeeze more and more illegals into their social programs.
A good plan would be free transportation and free membership in the State of California. Also combined with a complete cutoff of Federal aid to California. Delaware would also be a good place to house all the illegals. Those states will soon be even worse than Mexico and they will self deport.
