CARB and the California Coastal Commission form what is basically a shadow government within California. Their whole purpose is directed towards stopping development whether theyll admit it or not. So yeah, its not surprising she would say that, she comprises the only political body in California that answers to no one, and has no shortage of deep-pocketed supporters within the state. This state is slowly turning into a for the wealthy only state, as the wealthy here seem to delight in making it impossible for a working-class to exist.
You're only partially right on that. The state is turning into a "for the wealthy" state and into a "welfare/minimum wage/entitlement" state as it is nearly impossible for a working middle class to exist.
