I have a hunch it is the rural districts that tend to depend upon God and their hand to till the land, and the City folks depend upon the gub’mint. The 1st votes that are counted I think are the city folks...then the outlying districts trickle in.

Votes are reported by precinct. I believe the urban precincts had reported, but the rural precincts had not. As a result, the late precincts were heavily weighted towards Toomey.

With almost 98% reporting:

SESTAK, JOE (DEM) 1,860,579 49.2%

TOOMEY, PAT (REP) 1,921,140 50.8%

Maybe someone mis-typed the Sestak total into the website and then corrected it.

Someone probably reversed the tally from one of the counties.

In PA statewide races, the cities (Philly and Pittsburgh) usually report first and it looks like the Dem jumps ahead, but then the rest of the counties start reporting later and they are much more conservative.

PA is a big state and the libs are usually concentrated in two or three areas.
