Because there are people who are born in America, are citizens of this country, but stupidly never learn to speak English.
Realise this is not a new thing, there were whole generations of ethnic minorities in cities around the country that still spoke their native languages. But most of them would break into america within a generation or so.

It’s ridiculous. My husband and I saw a translator help a non-English speaking/reading man vote yesterday. I told my friend who works in that office that I can speak English but would need a translator fluent in Swahili to read the ballot to me. She suggested I make a request to her boss.
