Isn’t unemployment really bad in that part of VA? The unemployed usually go Democrat even if it makes things worse for them.
VA-9 is coal country, socially conservative but with a strong United Mine Workers union presence, and also the home of Virginia Tech (Virginia’s largest university). It’s been a very safe district for Boucher in the past because he’s been able to play the role of a “blue dog” union-friendly Democrat socially conservative enough to keep the rural areas happy, but liberal enough to appeal to the university towns in the New River Valley—plus he’s extremely sharp on technology issues, which give him a lot of appeal to the Virginia Tech crowd.
If that poll is accurate and he really is tied 44-44 against a guy who’s not all that strong a candidate, that shows the incredible depth of the hole that Rats are in.

I wouldn't go so far as to call VPI a 'university', but I am definitely hoping that Boucher loses. In the gubernatorial race, I believe that McDonnell won every county in the district except for Alleghany County and the city of Roanoke.
