The penalty for a state depriving our military of their votes should be that the total of unsent ballots should be subtracted from the votes the party in power gets. Every governor would light a fire under the voter registrar to get those ballots sent.

Not to worry. The ballots will be sent to them all and NY can claim they support their service members. Of course, it’ll be the military’s fault that there won’t be enough time to get the ballots back to NY. Rules are only for the little people.
