I've always cringed at that quote. It's total bullcrap. Two blacks strolling down the street who decide that a lone white walking past them has not shown them the proper "respect" could (and often do) impose their racism on others.
That was always my answer as well -
whenever a black decides to use violence on someone of another “race” because the victim not black is IMPOSING HIS RACISM, and proving that he has the power to do so.

Two black gents much larger than me tossing me around a front lawn 39 years ago perhaps because I was the last white at a party - they had significant power over me at the time.
Scowling guys with billy clubs have power over those they intimidate.
The power argument is convenient and specious.
