Caligula was probably quite literally insane. I’m not sure he was up to subtle political commentary. If he had been it would have been a clever one.
If you put an insane person in as absolute autocrat, I’m not sure why you should expect sober competency in his rubber-stamp assemblies.
One of Caligula’s more memorable lines was when he expressed his great regret that the Roman people didn’t have a single neck he could have slit in a single moment. Although I must admit he was approximately what they deserved.
