I am thinking that China has some huge internal problems and like Obama, wishes to distract or redirect the debate to cover those problems.
The NHK Analysis hour at 2100 led with the Chinese controversy and gave a pretty comprehensive overview of Chinese claims and the US position.
The program started with the on again, off again concert of the J-Pop group SMAP, which is apparently off again, Chinese statements on their displeasure with Japanese conduct towards the poaching fishing boat captain, and some footage of recent Chinese demonstrations against Japan.
The program then shifted to the recent activation of US Global Hawks on Guam, but interestingly I didn’t see much mention of any changes to the Japanese defense posture.
