It does. Amendment 463(A) {The so-called Bunk Rump State Amendment}

I. "Any rump state smaller than a Texas County, which has the unmitigated chutzpah to send an ass-klown as typified by Joe Biden to Washington as a Senator, shall be removed from the Union and attached to the Government of Guatemala, to be operated as an autonomous province of that Republic, or another utility Third-World hell hole yet to be named. The star representing that state shall be removed from the US Flag and tattooed on the forehead of all elected officials of the rump state, who henceforth shall reside in the capital of Guatemala, having been transported there in a 1947 diesel Bluebird Schoolbus driven by an illegal alien from Mexico, with a bad DMV record."

Section 1. "Popular election of Senators is a bad idea. It must be ended immediately, and while the ass-klowns in state legislatures are being replaced or shot, Senators will be chosen by a duly constituted body of Mercedes Benz Service Managers until such time as the state legislatures are able to fulfill their constitutional duty and select Senators."

This historic, but for some reason ignored amendment must, must I say, get out of committee and be ratified immediately.
