Yes, that is what is in Christina Romer's farewell speech to be given later today at the National Press Club as she steps down as head of Obama's Council of Economic Advisers.
Reuters and USA Today report based on White House released excerpts previewing the speech:
"Because the final bill was a mixture of hundreds of measures, many of which don't come with Recovery Act signs or easily identifiable links to the Act, it is been hard for people to see what the Act has done," she said.
"But it is precisely because it works through existing programs and spreads funds widely that it could get out quickly and reap large benefits," Romer said.
Romer said she was "proud of the recovery actions we have taken" and said they made the difference between a second Great Depression and "a slow but genuine recovery."
CNS News reported earlier this month that the Obama administration is pressuring contractors to display Recovery Act signs such as this one:

So, let me be sure I get this: The problem is NOT that the stimulus has failed, it is that we are not seeing enough of these big waste-of-money signs to remind us about it? GEEEEZ

What a waste of money. It’s like Obama needs to have his initials on anything he touches to show he was there. To make sure he gets the proper credit for every tiny thing that he might have hand a hand in. Childish.

There is one still hanging over a project that was completed 6 months ago here in Reading, PA
It proudly sits on top of the worst road paving I have ever seen.
It is uneven, there is loose gravel all over, and looks worse than it originally did.
She looks like she ate all the pies.
I passed one sign on Sunday and it had a big “BS” spray painted on it.
She must have investments in black owned sign shops.
We have one of those signs near where we live. They spent over $400,000 putting in a traffic circle/turnabout in a rural area when a traffic light would have served the purpose.
Those signs are EXPENSIVE and technically illegal,
because it is illegal to use taxpayer money to further the agenda of a political party or administration.
It’s an ant-propaganda law.

In many cases, the Administration relied on the reach and resources of federal agencies and their personnel to promote certain of the President’s favorite programs. The White House also leveraged ties to the arts and entertainment community to embed propaganda in the content of television programming and artwork. These propaganda efforts violated appropriations riders and federal law prohibiting the use of appropriated funds for publicity or propaganda purposes.
