I’m thinking maybe they weren’t stunned, but rather, that the word was used to get a point across.
I don’t consider myself smart, but it seems to me that anyone with an ounce of brain would have recognized this was coming. Of course, I think there are many who are so enamored with this guy, they’re blinded to his treachery; so this act probably wouldn’t bother them.
Sadly, it may take these true believers the loss of some family member or friend due to terror to wake them up. With these folks, the only thing that penetrates their thick skulls is some extreme act, something that hits them personally.

I don’t think she means stunned in the sense of “surprised” - more like shocked, hurt, and temporarily frozen, as in stunned by an electric shock. To think that the president of the US could do this is like the final blow that brings someone to his knees.
