If you keep heads on ice you can distribute them later as needed to frighten the citizenry.

Either that or the decapitators live close by and didn’t want the heads to rot before they could be spotted and removed so they didn’t suffer the smell of rotting heads.

Might be the reason they were found in the same location. Look for the neighbors with sharp knive.
