NY County, for Republicans, County Committee is elected every two years, during the odd year. These are filed with the NYC Board of Elections

Now why some county committee petitions are filed with Albany, could be because they cover more than one county.

If you go to the State Board of Elections for NY, certain offices, both public AND party are filed THERE instead of at the county board of election.

The issue at hand I am NOT too familiar with and may have to do additional research to give you a better response

Outside of NYC County Committee positions are filled in odd-numbered years, two per election district, petitions filed with the County Board of Elections.(Thats for Democrats and Republicans. Certified minor parties elect committeemen in even years).

So, file the right petitions in the right year in the right place with the right number of signatures and there should be no problem.

And when in doubt, consult an attorney versed in election law BEFORE starting out. Saves a lot of needless effort and expense.
