Sounds vaguely like an episode of the Rockford Files where the mayor/cops/garage owner had a scam going where they would arrest and charge good “marks” for some crime. The “marks” would pay and go or be blackmailed.
There are little fiefdoms out there and if/when one of them is exposed, it is better for all of us.
Thats the whole point, they got their pound of flesh.
And then they leave you alone, so you wont jeopardize the on-going enterprise.
They just want their $600. Nothing more.
Talk to the FBI. Or better yet, the DoJ. They might be ready to take a bite out of anything Arizona and will set up a sting. Not that I oppose the new illegals check law - quite the opposite - but if this went down as you say it did, that sheriff needs some great vengeance and furious anger directed his way.
Call the FBI civil rights division for that juriadiction and the jurisdiction where you live. Thugcops periodically try this garbage. The FBI takes it seriously. Esp given what’s going on re Arizona, the ones in Nevada almost certainly will.
Thugcops do get arrested and go to jail over these scams (assuming everything you said is accurate, and I have no reason to doubt you).
That sort of post is what got this thread yanked yesterday.

It took me more than a year to figure this all out. How it was all so well executed, for the right outcome.
Many Good cops and many not so good cops. They are pressured to get their quota of tickets and make revenue. I have personally been ticketed by an absolute crooked cop, I was pulled over only because I was driving a black Cadillac with out of state plates. My son was following me and were were driving in the right lane with traffic passing us. Cop said I was 23 mph over which was a total lie, I was not over the speed limit and even saw the cop driving on dirt road before pulling onto the highway. Cop Followed me for a while and pulled me over about two miles past the spot she said she was speeding. I was so pissed I went back to state and to court...judge sided with the cop.

The guy's pissed off, let him go at it! I'd do the same thing, in fact I already am at some jackass that thought he could rip me off on a purchase on Ebay. Thankfully PayPal refunded my monies and I'm already spreading the word about his shennagins on all the softball forums I participate in..

The Wise County, Texas Sheriff Department ran a scam in the 90's on US Hwy 287 before they were caught. I don't remember if it was Rangers or the Feds that ended it.

You should tell your uncle about this. Do not worry about his recent loss. He should know about this. He should contract his local state legislators. At times when I was living in Florida and Alabama, the state legislatures revoked the incorporation of two cities, one south of Orlando and one west of Mobile, for running speed traps. So the legislature in Arizona could act against this county, if there is a pattern of this. Your uncle should also contact the officials in the county in question, including the Sheriff but also the Chair of the County Commission or whomever it is.
