It started with H. W. Bush, and his "kinder, gentler," followed by W's "Compassionate Conservatism."

Conservatism IS compassionate by nature, we don't need no stinkin' modifier.

Reminds me when Al Gore "complemented" Jack Kemp during a debate for not being one of "them" conservatives, and Kemp "thanked" Gore. We started going downhill from there.
