Retiring or defeated members of Congress would then be able to vote for sweeping legislation without any fear of voter retaliation

Are they all planning on leaving the Country after they are swept out of office? If they intend to ruin the lives of their voters before the new Congress is sworn in, I'm sure the voters won't forget who they are just because their names aren't listed in the phone book.

No, they are not planning on leaving the country. However, neither are they planning on returning to where they came from. Most will stay in DC as lobbyists or figure out some other scheme to continue to feed at the government trough.
